It's your synchro's. You should not be trying to go into first gear until you are below 5mph anyway. Any faster than that puts excess strain and wear on the synchro. 2nd gear is probably having the same issue. You should not be trying for 2nd until you are below 15 or 20, preferrably 15. You can counter the 2nd gear issue by moving the gearshift slightly into the first gear direction and then quickly pulling it back into 2nd. This works on 2 of mine that are having the 2nd gear issue. You can also try draining the old gear lube and re-installing 2.5 quarts of fresh GL-5 synchromesh lube. Some have had success easing their shifting issues by doing that.
